Abstract: The author points out how important it is to look at nowadays history of Russia towards European Union considering history of Russia as the whole, starting form Peter the I. Problems with cooperation between Russia and European Union are deeply rooted in history and development of relationships and similarities with politics starting with tsar’s Russia through Soviet Union up to present-day Russia. The basic problem of European Union foreign affairs is a dissonance of goals between strongest European countries which has been smartly used by Russia who therefore is able to force its’ conditions. Without close cooperation and common politics towards Russia European Union would keep failing in its affairs.
